Hurricane Sandy Pet Rescue/Disaster Recovery:




SE Pet Rescue Railroad (@seprr)  has  drafted this guide to share with FEMA/Govt officials during the onset of Tornados regarding how to organize the rescue, recovery, and return of displaced pets during emergencies. 

The very same SOP will work for the Hurricane Sandy recovery mission, BUT.. we need your help in sharing this with local and state officials in the affected areas. (Tornado paths are very clear and reasonably limited in scope, therefore reaching relevant officials is very straightforward. In the context of a widespread emergency covering 5-7 states and at least 3 countries, we simply do not have the staff /funding to disseminate the information.)

When anyone finds a Wayward Pet, the course of action is straightforward:

Part One: Finding the Pet's Owner:
1- Secure & safely isolate the animal. Provide a quiet warm location with Bedding, Water, something to chew on, and basic food.
2- Call, Text, AND Email the Contacts on the Tags. (Do all 3!)
3- Visit any vet clinic;Scan for a Microchip. (If there is a MicroChip, the Vet will often secure the pet until it's owner arrives. Your work is done!)

Note: In ITP Atlanta, PetSmart is open on Saturdays. Pets Are People Too behind Ansley Mall is open 24/7.
4- Take Some Pictures and then Empower Your Posts! 15 minute Social Media Primer for Pet Rescuers: http://bit.ly/ngw1c5
5- Post the pictures to a Public Album. (Note: FB requires a user login even if the Album is Public. Google+ is truly public, not requiring a login. Hence, post the photos to G+. )

If all these efforts fail:
Eventually, you will have to take your Wayward Pet to Animal Services. When doing so, Stress to Intake Personnel the Pet is a Stray and NOT "Owner Turn In"

Want to know more? Owner Turn-In's can be Euthanized the same day. Strays have a 7 Day hold / owner recovery period. After which time, the animal is "reviewed" (the "Review Date") given a list of circumstances that may or may have anything at all to do with the disposition or health of the pet, the pet can then be euthanized on or after the Review Date. Groups like BHVF raise money so the Pets can be held for adoption after the Review Date has passed, however there is a finite number of pets that can be held for an extended period of time, and the number varies based upon available resources of money, space, fosters, and volunteers. So fostering is a good way to help these pets live and find a home. Usually all the pets need is a bit of extra time to find a home. Policies can and do vary over time.

Part Two:  Rescuing the Pet after surrender to Animal Services:
  • If you plan on making sure the pet survives or is more easily rescued, please consider administering a round of shots before surrendering to Animal Services. Rescues spend most of the funding on vet bills for pets that contracted a condition in animal control. Why? Animals are not usually given shots in any animal control. Fulton County often will thanks to BHVF funding & other grants, but you will need to double check before you turn them in. 

    Want to know more? Processing in Animal Service is a legal requirement that clears any claim of title the prior owner may have had if the prior owner fails to recover the animal within the Owner Reclaim period. This is enables the animal to be adopted by new owners without the possibility of the prior owner suing for custody of the pet.

  • Identify a Foster with a Rescue Group Willing to Foster the Pet.
  • Apply to become a Foster
- Angels is a very good organization that handles cats & dogs of any age/breed/mix (Fostering with Angels)
- Friends of Fulton County Animal Services now has a solid fostering program Contact Robbie Caban, FCAS Volunteer Coordinator for an application.
  • Promote the Pet to find a Rescue or Foster: Use this article to empower your Social Media reach and save your new Furry Friend!

Want to know more? Rescue groups focus their efforts on homeless pets on death row in Kill Shelters. While Atlanta Humane Society does kill some pets during the intake process, it is not considered a Kill Shelter. The difference is simply the level of killing that takes place.  View 2009 Animal Control Statistics for GA here.  Even with so-called No Kill Shelters, consider the fate of a pet that arrives after the No Kill Shelter is full? That animal will likely be redirected to a "Kill Shelter" unless immediate fostering/rescue resources can be secured. 

Suffice it to say, that
given limited resources of rescues, if the pet is not already on death row, a rescue will not be able to bring (or "pull") the pet into their network without you personally stepping up to foster the pet.

Simply opening your home to the pet as a foster parent and shuttling them to/from adoption events is sufficient.

Find a pet rescue near you:
For your own sanity, find a rescue with pet adoption events close to your homeVisit the larger pet stores near your home and ask the store manager for the rescue groups contact info that hold events at that store. Then apply directly to those groups, then pull the dog yourself as a qualified foster into the rescue. Make sure they have frequent adoption events so you can show off your foster! 

When Apply to become a Foster, ask the Rescue for all the items the pet will need: A kennel, animal ID#, a supply of food, existing health records, medications, leashes, the direct link on the website where the pet is listed (petfinder.com/petharbor.com etc), schedule of remaining vet appointments, location of the vet, and a list of upcoming adoption events.

I am fostering a beautiful 3 month old lab mix pup who already fetches, has a wonderful disposition, loves kids, and gets along with any other creature he meets.


He went down with Parvo Sat evening. He went into the ICU Sunday AM at Village Vet's in Decatur. The docs at Village Vets have been provided very good updates on his condition. He was great until this afternoon, fighting the virus, and keeping a great plucky attitude towards the fight he is waging.  

30 minutes ago, Dr. Alford @thevillagevets, called with an negative update report.  He is regressing. 
PCB =35; White Blood Cell is .49 (POINT 49 VERY LOW)   Some vomiting. Diarrhea PRAY FOR HIM.   BAD news folks. 

He is in reasonably good spirits. The vets say this is a a very good sign, but his labs, the vomit, and diarrhea speak to the continued severity of his gaurded condition.

They are working up an estimate for doing Baytril, Plasma transfusion, anti-Diarrheal, IV Fluids, Potassium, anti-vomit.  These will give him the arrows in his quiver to wage this fight.

Plano TX Maggie 10 Yr Old Senior Pure Rottweiler Needs Immediate Rescue

They originally rescued her from spca.  She was taken out of a situation in which she was bred several times before she even turned 1 year old!  poor baby.

There are two kids that have grown up with her and she has done fine with them.

As of recently, the boss's sister moved in with their children and since then Maggie has not received as much attention, the house is busier, and there is not as much consistency in her life anymore.  Because of this, Maggie has been getting "frustrated" probably due to lack of exercise and gets excited when the kids are too rambunctious.  From Chelsea's explanation, Maggie grabbed the nephew's hand when he was going down the slide, but has not tried to hurt the children.

But they think that it would be best if Maggie had a home that is quieter, has a more consistent schedule, and can provide her with more attention.
Looks like she is up-to-date and spayed, but we would need to verify with vet.

She is on the smaller side for a rottie and seems to be in good shape.

Every once in a while, they have to give her benadryl when her eyes start to water from seasonal allergies, but other than that she is fine.

Promote the Petition! Save the Lives of Pets in Georgia!



As you may already know, the SE Pet Rescue Railroad  (google search: SEPRR)  has been hard at work gathering signatures, information, and ideas to promote a petition that proposes several changes and reforms to Georgia's current Georgia Animal Protection Act http://on.fb.me/fSBT8m

We need your help. Without your active participation, there will be no end in sight.  

1- Please review the petition. http://bit.ly/SaveGaPets   Even if you disagree with a few points, please sign it anyway, and then email us your suggested changes. This is not a final draft. It is NOT a law that is ready to be signed. It is a demonstration of the interest by the public in widespread, deep-reaching reform of the current system.

Here is why:

Georgia, similar to many other states, kills up to 300,000 animals a year. We invest between $125,000,000 to $140,000,000 annually from property, state, and local taxes into the animal control operations in each county.  129 of 159 counties have animal control. The other 30 counties are not in compliance with Georgia laws requiring animal control services in each county. 

Even if an animal control adopts humane operational policies such as the No Kill Nation model, this still will not end the underlying source of the problem, overpopulation and poor animal husbandry.  While Animal Husbandry is an issue that depends upon education, and given that Georgia is 49th in Students Graduating from High School (Morgan Quitno Education State Rankings 2005-2006), we have a long road to improve the issues driven by lack of education and public awareness. It is a necessary component, but will not have any measurable results. Given the culture of the state's house and senate and budget conditions, any reform must have clear accountability and demonstrable returns on the taxpayer investment. 

A Transparent and Sustainable Business Plan to Save Georgia's Pets
A Three year period of Free Spay and Neuter offered Statewide would directly and immediately impact the underlying problem, and would generate tax savings within 2 years that double the annual investment required, and those savings would increase and remain in place permanently.
Consider that when a No Kill shelter is full, where does the next animal go? They are sent to the animal control down the street, the "kill shelter".  Atlanta Humane Society regularly turns away animals. Call and ask about their policy. Yet, 1.6 miles away, Fulton County Animal Control euthanizes as many as 3,000 animals a year at tax payer expense. 

To be fair, Fulton County, thanks to the Low Cost Spay Neuter programs made available by the efforts of the Barking Hound Village Foundation, have reduced it's kill rate to 1/3 the rate of neighboring Metro Atlanta shelters, and represent an enormous success even while killing as much as 3,000 a year. It's all relative. Fulton County's success is measured in real terms by a 60-70% reduction of Euthanasia over a 3 year period versus other regional animal control services. They are true "Rock Stars" when compared to many other animal control services. Yet, even their program can not succeed when neighboring areas do not have accessible programs for neutering and education. Their problems will always spillover into Fulton County, hence the numbers remain to be dealt with, tragically.

Our petition calls for several reforms, the most important is a statewide, three year long FREE Spay and neuter program. We also call for a statewide database to track the numbers so we can prove the sustainable success of the model. The database is already designed by another activist who serves in the current Dept of Ag administration as an advisor. It may be launched within 12 months!  Without the presence of a database, our spay/neuter program can not be launched, since there will be no way to measure success. Ultimately, the program will be doomed to failure since we will not be able to prove we made a difference saving animals or saved one penny of tax money. The database project is crucial, and must go forward. The good news, that project is relatively straightforward and is internal to the Dept of Agriculture. No lobbying required! 


Consolidate Regulation, Management and Enforcement
We call for a centralization of animal control services and enforcement, managed statewide. This will increase the quality of enforcement, reduce redundancies such as shelters that do not share capacity with one another, head count and staff can enjoy more structured learning and policy creation, and the public can access the entire shelter network via one portal, enabling better visibility of the entire market of adoptable animals. 

Spay and Neuter 
Free or inexpensive access to spay and neuter procedures will go a long distance to reducing the numbers of viable animals at risks in shelters. A variable license fee based upon spay/neuter status may provide additional incentive for compliance. Animals given up as a direct result of the fee could be given special status so they would not die in a shelter as a result of their owner's decision. Puppy Mills could be easily identified. Pure-bred pups would be much more valuable in a market where there is no longer a moral choice to adopt and rescue a shelter dog from Death Row versus buying a Pure Bred. The current situation is so bad that that if you did want a Pure Bred, you could visit Petfinder.com and in a matter of a few days find a large selection of practically any breed you may want, and all of them are either currently in rescue or still on Death Row. Imagine what this must do to the value of the puppies that are being intentionally bred for sale? Simple ECON101.

A statewide system for spay and neuter, in conjunction with a uniform animal shelter system, will  save animals, improves the conditions in shelters, and improves the chances of the animal being re-homed or safely returned to it's owners who may still be looking for their lost pet. We could extend hold periods indefinitely and an animal found in one location could be sheltered in another location, yet still be visible to the owner looking for their pet via the internet.  

Even if Constituents Don't Care about Animal Welfare...
There are those who do not care about animals saying "We should spend tax money on people first!". Taxpayers in Georgia ALREADY spend $140million annually  on this deplorable and tragic system The 3 year spay/neuter program alone  will save an enormous amounts of expenses. The estimates are that a  $25 million annual investment  in each of the first three years will generate an ongoing annual initial return on investment of $56 million by the 24th month. That amounts to $87 million is savings by the end of the 3rd year. 

How is this possible? 40% of the population will simply not be bred, so they will not be in the system to be managed and/or euthanized. 40% of $140m = $56m. Given that this will have a lasting effect, the savings will actually go up over a given period of time,so by the 4th or 5th year, we could enjoy a savings as high as $80-$90m annually. 

Then we could afford to pave roads, pay our police, teachers, and firefighters what they deserve, and perhaps even keep Hope Scholarships available for our kids.

"Poor thing,,, she's TOO grateful for things,, and like a little child,,,, doesn't want to share right now,,, PLEASE don't let her die over this !!!   She was adopted but sadly the adopter had to return her to us,, the adopter was crying hysterically. As it turns out,,, because this poor girl has been bounced around and is so happy to "have things" in her life now,, she want's to protect them and keep them "hers"

Sadly,, even though she was Great Friends with the adopters other dog, Sweet Pea was guarding toys and food and attacking the other dog for what was "hers", the new owner kept toys up high,, but Sweet Pea started protecting sticks in the yard and attacked the other dog over it.

Can you imagine how confused she must be ??

She cannot hear the other dogs barking in despair,,, but she can sense it,, , trust me,, she knows Death is around.


"She looks up with such Love in her eyes,,, watching you closely,,, waiting for you to show her what you want her to do" 

!!!The previous adopters started working her on Hand Signals,,, Please,, Someone help this little girl - give her a break.

Shelby is a 4 month old female red sheltie pup.  She is gentle, affectionate, playful and very sweet!  Shelby loves to be cuddled and would make a great family pet!

Caveats: Unsure if Shannon (above) is the correct contact and that is the only information we were given to reach "Sumter SC SPCA" I googled it and found this site: http://sumterscspca.com/
I hope that is the same organization...

So in hopes of saving Shelby, I am posting it anyway with finger's are crossed.

*IMPORTANT RESCUE INFORMATION*
If you are a 501c3, youll need to make sure that your rescue info is up to date with the shelter. Please dont forget this most important step! Contact the shelter prior to the animal being picked up to make sure this info is complete and accurate. The $25 adoption fee is waived for 501c3s. You may place a hold on an animal for 72 hours. If the animal is not picked up and no further arrangements have been made with RCAS at the end of the 72 hours the hold will be removed.
To put a hold on a dog we need the following information:
Animal ID #
Name of Rescue Group (if there is one involved)
Name of person placing hold
Phone number of person placing hold
Person authorized to pick up animal
Date animal will be picked up

We ALWAYS need and want Volunteers to socialize, walk dogs or help us keep our shelter clean! Please call or come by 255 Landfill Rd. and volunteer today!!

All animals are available for adoption at the Hall County Animal Shelter in Gainesville, GA. The adoption fee is $65 and includes: spay/neuter, microchip, rabies and first set of shots. If the animal is not currently spayed/neutered, it must be before it leaves the shelter, therefore occasionally same day pickup is not possible.

For more information, please email: hcasvolunteers@gmail.com . The volunteers are trying to field emails for the adoption specialist, and are very helpful and knowledgeable.
